Procurement and Contracts Adminstrator
Petroplan is recruiting for a Procurement and Contracts Administrator to become a member of the Engineering and Construction team for a Houston-based LNG Company.
The position will report directly to the Senior Director of Supply Chain and Contracts within the Engineering and Construction Organization and will be required to be present in the office full-time.
This position is responsible for Contracts and Supply Chain (procurement) related activities in support of the Engineering and Construction team. On an as-needed basis, this position will also provide contracts support for other Corporate departments such as HR, Finance, Commercial Team, Operations, Permitting and Government Relations.
Requirements:
- Bachelor's Degree with a minimum 10 years previous experience in contracts, subcontracts and/or procurement in a major Capital Project environment
- Must be fluent in both English and Spanish (reading, writing and speaking).
- LNG project experience preferred
- **Extensive EPC Experience required**
- Be attentive to details and able to handle complex contracts with minimum supervision
- Advanced skills using MS Office Suite (Excel, Word, PowerPoint, Sharepoint).
- Ability to travel between the U.S. and Mexico, if required (valid passport; dual national or U.S. Green Card holder).
- Experience working for an Owner
Responsibilities:
- Supplier pre-qualification and vendor onboarding;
- Cross-functional coordination including Engineering, Finance & Accounts Payable, HR, Commercial Team, Permitting and Government Relations
- Draft and issue Request for Proposal documents;
- Develop bid evaluations, and requests for information (RFIs),
- Review all contractual documents and resolve contracts redlines with the help of legal including non-disclosure agreements, master service agreements, consulting services agreement;
- Develop standard and nonstandard contractual agreements on an as needed basis.
- Develop and execute negotiation strategy / plan to arrive at the most beneficial agreement possible.
- Oversee contract performance where needed including schedules and deliverables and complete actions to ensure satisfactory contractor performance.
- Advise the team of contractual rights and obligations on contracts, including interpretation of contract terms and conditions
- Maintain and update contract documents and official program records, including contractual documents and correspondence
- Provide direct contract support, review contractual documents to ensure protection of company's contractual/risk posture, satisfaction of contractual requirements and adherence to company policies.
- Research contract issues and prepare analysis
- Work cooperatively with Engineering and other technical staff
- As an Owner representative, review project major equipment, material and subcontracts packages, bid tabulations and associated Supply Chain deliverables produced by EPC contractor for typical LNG projects; identify gaps and provide improvement recommendations.
- Familiar with mechanical equipment purchase, materials (pipe spool, structural steel) purchase, capital spares or operational spare parts purchase.
