Job Dimensions
- The job holder is responsible for overseeing the committed, forecasted and actual procurement values of scope of work of the EPC contractor, that are eligible for financing from various Export Credit Agencies (US EXIM, ECIC, SACE, Atradius, UKEF, KEXIM).
- The job holder will be the primary Project interface and subject matter expert with the EPC contractor on all ECA financing related matters including managing discrepancies, reporting, content optimization or replacement.
- The job holder will coordinate with the EPC contractor timely completion of fully compliant content packages to support the forecasted ECA debt drawdowns.
- In addition, a part of the incumbent's role shall be to take on ad-hoc tasks and activities yet to be defined and which shall help to ensure extra capacity within the Project Finance team as the project financing progresses and work-load increases.
- The job holder shall be capable of working in a cross-functional manner with the Project Finance Team, the Contracts & Procurement Team, the EPC onshore team and the Accounting Team.
Activities
The EPC ECA Lead shall be responsible for the following principle activities;
- Establish trusted relationships with EPC contractor on ECA matters including providing education on disbursement requirements
- Organize/Lead the weekly ECA call with EPC contractor and monitor/close pending actions
- Provide monthly eligible EPC content forecasting by ECA as input to the overall monthly debt drawdown forecasting & strategy
- Coordinate with the EPC contractor the timely completion of actual content packages enabling debt drawdowns as forecasted
- Convey all content qualification & documentation queries between the EPC contractor and lenders
- Review EPC contractor ECA data and manage any deviations in terms of committed, forecasted and actual values of eligible content, working closely in collaboration with the Contracts & Procurement Team.
- Prepare the Project ECA monthly reporting, consolidating data from other scopes of work (EPCI/CPI and owner costs)
- Review the US EXIM EPC Acquisition List
- Support EPC contractor in optimizing or complying with US EXIM shipping requirements
- Act as back-up for the EPCI/CPI lead and support the ECA owner cost analyst
- Properly document, review and store all EPC ECA content information, procedures and other deliverables
- Assist to preparation of internal presentations, trainings, reports and dashboards
- Support the Project Finance Manager and other Project Finance Team Members through undertaking ad-hoc tasks and activities
Accountabilities
Accountable to the Project Finance Manager for;
- Timely conduct and delivery of the specific work scopes and tasks allocated and become the subject matter expert
- Compliance to project HSE and ethics requirements
- Exemplary professional attitude in day to day activities with internal and external counterparts.
Qualifications/Experienced Required
- Prior experience in interfacing with EPC contractors, procurement, supply chain, operations, contract management, project finance or engineering
- Prior exposure to Export Credit Agency financing tied to procurement is a plus
- Excellent planning, attention to detail and organization skills to be able to deliver timely and compliant procurement content packages
- Excellent analytical, data structuring and reporting skills
- Prior experience and proven ability to confidently and clearly articulate requirements and deliverables to external parties including to senior management
- Strong conflict resolution, negotiation, diplomacy and decision-making skills
- Able to work autonomously, with minimal management oversight
- Desire to take responsibility for own area of work and to hold self-accountable to deliver in line with responsibilities
- Ability to get along well with others in an international and multi-cultural environment and take a pragmatic approach to problem solving situations
- Fluid communicator with excellent written and spoken communication skills in English.
- Bachelor or Masters degree in business, finance or engineering discipline.
